Clause (b) of Article 12 of the
Turkish Citizenship Law No. 5901 “According to subparagraph (j) of the first
paragraph of Article 31 of the Law on Foreigners and International Protection
dated 4/4/2013 and numbered 6458, foreigners holding a Turquoise Card and their
foreign spouses Foreign investors within the scope of ' the minor or dependent
foreign child of himself and his wife ' can acquire Turkish citizenship by
the decision of the President, provided that there is no obstacle in terms of
national security and public order;
Requirements for foreign investors:
- To make a fixed capital
investment of at least 500,000 USD or equivalent foreign currency,
- To purchase the immovable at
least 250.000 USD or equivalent in foreign currency, provided that an
annotation is placed in the land registry that it will not be sold for three
years, or the sale of the immovable for which the condominium or floor
servitude has been established and for which at least 250,000 USD or
equivalent foreign currency is deposited in advance is promised, the
contract drawn up by the notary public. annotation in the land registry
with the commitment that it will not be transferred or abandoned for a
period of one year,
- To create employment for at
least 50 people,
- To deposit at least 500,000
USD or equivalent foreign currency deposits in banks operating in Turkey,
provided that they are kept for three years,
- To purchase government debt
instruments of at least 500,000 USD or equivalent foreign currency,
provided that they are kept for three years,
- To purchase real estate
investment fund participation shares or venture capital investment fund
participation shares of at least 500,000 USD or equivalent foreign
currency, provided that they hold at least three years.
If any of the above conditions are fulfilled, the transaction process is carried out as follows;
- A "Certificate of
Conformity" is issued to the applicant by the relevant determination
agency.
- The applicant, together with
the appropriate document, first applies to the provincial directorate of
migration administration in order to issue a residence permit within the
scope of subparagraph J of Article 31 of the Law on Foreigners and
International Protection No. 6458.
- After the residence permit
is issued, an application is made to the provincial population and
citizenship directorate for the citizenship application.
- The prepared citizenship
file is sent to the General Directorate of Population and Citizenship
Affairs of the Ministry of Interior.
- National Intelligence
Organization and the General Directorate of Security for archival research
on whether there is an obstacle in terms of national security and public
order .
- In case of a positive result
of the archive research, it is submitted to the Presidency for a decision
to acquire Turkish citizenship.
- After the President's
decision, it is registered in the population registers and notified to the
application authority to be notified of the announcement document and to
issue a TR identity card.

Although there
is no change in the current investment scope or amounts with the amendment
published in the Official Gazette
;
- Realization of foreign currency inflow in investments made by
foreigners in order to acquire Turkish citizenship through the Central
Bank of the Republic of Turkey,
- It has been evaluated that the phrase "...in Turkish
Lira..." is removed and it is aimed to provide foreign currency
inflows from abroad by making investments in US Dollars or foreign
currency.
